		<description><![CDATA[Government is announcing new relief measures that will benefit purchasers and builders of new homes. ]]></description>
			<content:encoded><![CDATA[<p>New housing transition measures give certainty to an important economic sector and help to keep taxes equitable throughout the transition as the province returns to the PST, Finance Minister <strong>Kevin Falcon</strong> announced today.</p>
<p>B.C. will return to the PST on April 1, 2013, meeting the Province’s commitment to return to the PST as quickly and responsibly as possible, while ensuring businesses can plan their training and systems switch-over effectively to apply the sales tax correctly.</p>
<h2>More than 90 Percent of Newly Built Homes Sold in B.C. will Benefit from this Change.</h2>
<p>Government is announcing new relief measures that will benefit purchasers and builders of new homes. The B.C. new housing rebate threshold will be increased to $850,000, meaning more than 90 per cent of newly built homes will now be eligible for a provincial HST rebate of up to $42,500. It is important to note that the HST does not apply to resale housing.</p>
<p>In addition, to help support workers and communities in B.C. that depend on residential recreational development, purchasers of new secondary vacation or recreational homes outside the Greater Vancouver and Capital regional districts priced up to $850,000 will now be eligible to claim a provincial grant of up to $42,500 effective April 1, 2012.</p>

<p>The housing transition rules help ensure when people buy a newly constructed home under the PST, whether built entirely under the HST, entirely under the PST, or partly under HST and partly under the PST, they will all pay a consistent and equitable amount of tax.</p>
<p><strong>Specifically:</strong></p>
<ul>
<li>B.C.’s portion of the HST will continue to apply before April 1, 2013. Purchasers will be eligible for the new higher B.C. HST new housing rebate, of up to $42,500, and builders will continue to claim input tax credits.</li>
<li>B.C.’s portion of the HST will no longer apply to newly built homes where construction begins on or after April 1, 2013. Builders will once again pay seven per cent PST on their building materials. On average, about two per cent of the home’s final price will again be embedded PST.</li>
<li>For newly built homes where construction begins before April 1, 2013, but ownership and possession occur after, purchasers will not pay the seven per cent provincial portion of the HST. Instead, purchasers will pay a temporary, transitional provincial tax of two per cent on the full house price. This ensures equitable treatment among purchasers and will help mitigate distortive market behaviour. Builders will receive temporary housing transition rebates to offset PST on materials to help prevent double-taxation on homebuyers.</li>
</ul>
<p><strong>Quick Facts:</strong></p>
<ul>
<li>Raising the B.C. HST rebate threshold to $850,000 is expected to save purchasers about $60 million in 2012-13. The maximum value rises to $42,500 from $26,250, a 60 per cent increase.</li>
<li>More than 90 per cent of newly built homes sold in B.C. are below the new higher rebate threshold.</li>
<li>Average amount of embedded sales tax in newly built homes under PST: two per cent.</li>
<li>Tax paid by purchasers on an $850,000-newly built home after HST rebate: two per cent.</li>
<li>Tax rate on a newly built home during transition: two per cent.</li>
<li>The temporary housing transition measures will be in place for two years, until March 31, 2015. The tax only applies to homes where construction begins before the transition date and ownership and possession occur after.</li>
<li>The temporary housing transition tax and the temporary housing transition rebates will be administered by the Canada Revenue Agency on behalf of B.C. The Province is administering the grant for new secondary vacation and recreational homes.</li>

<p>“When you walk into the new building, you’ll walk through the same 82-year-old door, the same roof and archway,” he said. <p>When asked to consider his legacy as he finishes this third Victoria condo building, Chard is most proud of the downtown revival his condominiums have brought to Victoria.  The city is developing a new urban identity as it moves towards the ideal live/work community and, looking around, it is undeniable: Dave Chard has been a star player in the amelioration of downtown living.</p>
<p>Asked which one of his buildings he would most likely call home, Chard hedged and chose his Sovereign project on Broughton. “It will be a special place,” he says with certainty.  We’ll just have to wait and see.</p>

Today, Vancouver Island and the City of Colwood celebrate a lineage of progress with the announcement of <a href="http://www.capitalcitycentre.ca" target="_blank">Capital City Centre</a> &#8211; a billion dollar, 20-year live/work development project lead by international corporate vanguards &#8211; LEAGUE. Capital City Centre will become the largest urban project of its kind on Vancouver Island with 12 residential towers, multi-storey office buildings and feature retail spaces.</p>

LEAGUE will occupy 25,000 square feet of office space, a commitment to immersing and investing in the interests and successes of <a href="http://www.capitalcitycentre.ca" target="_blank">Capital City Centre</a>.</p>
<p>On the origin of its name, Arruda explains: Capital City will represent a cumulation of capital interests &#8211; human capital as its civic centers connect people with their community; natural capital as it respects and preserves its relationship to its spectacular natural environment; solar capital as it emanates dependable, green solar energy; and financial capital as it invests in and employs its residents and attracts international support.</p>

The evolution of Capital City Centre’s several phases of development will begin with an initial investment of $250 million into a four-storey residential/commercial space and twin 26-storey residential towers with additional retail space. The ultimate 2,200 projected condominiums will be zoned for ownership, favourable to residents and investors alike.</p>

<p>The building will be a 14 story glass, steel and concrete edifice with eco-friendly amenities like in-suite energy monitors, graywater heat exchange, and water efficient fixtures not to mention easily accessible bike storage to encourage green transportation. Featuring shared recreational spaces like a theatre for watching movies, and a courtyard terrace, Chard hopes the building’s design will help foster a sense of community among residents.</p>
<p>The suites- which will include floor to ceiling windows for maximum natural light- are designed by Musson Cattell Mackey Partnership, a Vancouver-based firm with over 40 years experience.</p>

<p><strong>Phase One</strong> of Duet is an eight storey concrete building featuring 62 suites. <strong>One bedroom suites will be priced from approximately $250,000</strong> with a wide variety of suite sizes and types ranging from 419 to 1,411 square feet. Suites will include open-concept floor plans with an abundance of natural light; with amenities to include a meeting room, secure bicycle storage, and common areas featuring beautiful landscaping to blend in with the surrounding James Bay streetscape.</p>
<p>Phase One sales will launch for public sales on <strong>Saturday May 5, 2012.</strong> Phase Two of Duet – expected to launch sales in fall 2012 – is a four-storey wood-frame building with 28 suites.</p>
<p>Victoria-based Farmer Construction has been awarded the building contract for Duet.</p>
<p>“We are thrilled to work with Farmer Construction on this exciting project,” says <strong>Dave Chard</strong>, president of Chard Development. “This is the fourth project Chard Development and Farmer Construction have collaborated on, and we feel extremely confident working with them as they are one of Victoria’s most experienced builders and are currently building our downtown project, The Sovereign.”</p>

<p>Chard Development’s latest project, The Sovereign, brings New York-style living to downtown Victoria. Located in the heart of ‘Old Town’, this 11-storey, 36-suite boutique condominium development represents ‘smart luxury’ for the discerning purchaser.</p>
<p>“The Sovereign is a rare offering of luxury homes in a remarkable location,” says Dave Chard of Chard Development. “Just up the street from The Empress and Union Club and with both city and harbour views it is a truly unique project within Victoria.”</p>
<p>The Sovereign is a mix of one bedroom, one bedroom plus den, two bedroom, sub-penthouse and penthouses, with floorplans ranging from 656 to 1,621 square feet. Interior design by BBA Design Consultants features wide plank hardwood flooring, 100 per cent wool carpeting in bedrooms, full-height pantries with contemporary-style frosted glass doors, GE Monogram® professional ranges, granite countertops and luxurious bathrooms. Each suite will also have it’s own personally controlled energy efficient hybrid heat-pump for heating and air-conditioning.</p>
<p>The Sovereign will be the first residential building on Vancouver Island to include dual car elevators. The two elevators will be accessed from the garage entrance and transport vehicles to four levels of parking, providing a secure, space-efficient system for residents.</p>
<p>“Car elevators are more typical in highly populated cities like Toronto and New York City, where parking space is at a premium,” says Dave Chard. “We felt that The Sovereign was the perfect opportunity to introduce this innovative system to Victoria. It allows us to use a more efficient building design on this small downtown site while meeting all the parking requirements set out by the City of Victoria.”</p>
<p>The Sovereign, Chard’s fourth major residential development in the city centre in five years will also include two commercial premises on the ground level. The company has been a catalyst in revitalizing downtown Victoria with Corazon completed in 2006, Juliet completed in 2008 and The 834 currently under construction. When The Sovereign is complete, Chard projects will have brought more than 300 new homes to downtown Victoria.</p>
